California State Medical Director
Responsibilities
Under the direct supervision of the InnovAge Regional Medical Officer and Chief Medical Officer, and in partnership with Care Delivery Medical Group, the California State Medical Director is directly responsible for the performance of the InnovAge clinical teams and centers in California. The California State Medical Director bears responsibility for selection, supervision and evaluation of the primary care providers; for the medical utilization of the California InnovAge participants; for delivering the needed outcomes in quality, service and compliance; for overseeing the HSD process in conjunction with regional leaders; and ensuring all California InnovAge participants receive safe and effective medical care no matter the place of their residence or the required level of their care.
Essential Functions and Work Responsibilities
Functional Category: Administrative
Estimated Percent of time Spent - 60%
• Directly accountable to the InnovAge Regional Medical Officer and Chief Medical Officer for performance in the following areas:
• Inpatient Utilization
• Emergency department utilization
• Outpatient specialist utilization
• Nursing home utilization, both temporary and permanent
• Pharmacy utilization
• Areas where there is a significant variance from budget
• Other OKRs/KPIs and goals as dictated by the strategy of the organization
• Sets a culture and expectation of high-quality geriatric care for the clinical teams in the California centers
• Leads the quality initiatives of InnovAge PACE in conjunction with the Quality Department and delivers on the Quality Composite Score for the California centers
• Maintains compliance in all clinical areas at or above goal
• With the center triads, delivers on cross-functional goals including participant satisfaction, center level contribution margin, and others
• Leads in regional and national strategy initiatives
• Coordinates the regular meetings of the California primary care teams, together with the Center Medical Directors, to ensure adherence to standard workflows and delivery of common goals
• Builds relationships with department heads in each center to assist in the smooth functioning of these interdependent groups
• Participates in other projects that impact the primary care department as needed at the direction of the Regional Medical Officer and Chief Medical Officer
• Supports the strategic goals and vision of InnovAge and InnovAge PACE
Functional Category: Supervision
Estimated Percent of time Spent - 35%
• Responsible for the recruitment, hiring, training, evaluation and termination of primary care staff under the supervision and in consultation with the Regional Medical Officer.
• Effectively supervises and manages direct reports and provides, by example and leadership, motivation and direction to employees of the organization.
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable state and federal employment laws.
• Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; recognizing and rewarding employees; corrective disciplinary procedures and practices (under direction of supervisor and in partnership with Human Resources), addressing complaints and resolving problems.
• Ensures annual employee performance reviews are conducted in a timely and effective manner. Evaluates performance of employees for compliance with established policies and objectives of the organization and contributions in attaining objectives.
• Helps set the tone of the department to ensure morale, team work, and that the positive employment culture of the organization is maintained.
• Regularly schedules leadership/management, department, and staff 1:1 meetings to provide leadership, development, and a forum for communication to ensure coordination and collaboration in meeting organization and individual goals.
Functional Category: Primary Care
Estimated Percent of time Spent - variable, averaging 5%
• Provide back-up medical care to InnovAge PACE participants, including the evaluation, diagnosis and management of their medical conditions, including but not limited to taking of a medical history, performance of physical examination, ordering and interpretation of diagnostic tests, formulation of an assessment of condition and a treatment plan, writing prescriptions, ongoing follow up of same, and management of medical information from specialists and hospital teams.
• Document medical care in the participant's medical record, in compliance with InnovAge PACE documentation policies. Advise the Regional Medical Officer and executive team on May include involvement with the establishment of electronic medical records and providing the Area Medical Director/Regional Medical Officer with input around needed ongoing EMR enhancements.
• Supervises and provides after-hours medical coverage plan to assure that a physician is available 24 hours a day, 365 days per year. May supervise the scheduling of this call.
• Participate within the interdisciplinary team in the formulation of Plans of Care for InnovAge PACE participants, as well as in other interdisciplinary team settings that further the care of InnovAge PACE participants.
• Contribute in the quality improvement initiatives of InnovAge PACE programs
• Presents input into, initiates and/or facilitates new medical programs and processes in support of InnovAge PACE's strategic goals.
Travel Requirements
Travel
• Travel required, with on-site expectation at minimum monthly at each center.
• Overnight travel out of state
• Travel to participant and potential participant homes and/or other off site locations
Relocation
• Must be open to relocation based on business necessity
Qualifications

REQUIRED
Education
• Doctor of Medicine or Osteopathy degree required
Licensure, Certification, Registration or Designation
• Current active Medical License for the state in which practicing, DEA number
• Not on Preclusion list
• Board Certification in a primary care field
PREFERRED
Education
• Postgraduate training in a primary care specialty, including but not limited to internal or family medicine and completion of post-residency training in geriatric medicine preferred, but not required.
Work Experience and Qualifications
• A minimum of one year working with the frail or elderly is required.
• Ten (10 years) clinical experience
• Ten (10 years management or supervisory experience

Computer Skills
• Must be computer proficient and possess experience with Microsoft Word, Excel, and Outlook.
• Must be able to quickly learn specific software and new applications.
Mathematical/Financial Skills
• Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Able to analyze data and statistics and draw reasonable conclusions and compile accurate reports.
• Experience with P/L and developing and managing budgets.
