Nurse Manager

OBJECTIVE AND POSITION SUMMARY

The Nurse Manager oversees medical services within the ORR program, ensuring the health and well-being of unaccompanied minors under the program's care. This role requires the coordination of healthcare needs, development and implementation of healthcare protocols, and compliance with federal, state, and ORR regulations. The Nurse Manager also provides supervision to nursing staff, ensuring the highest standards of patient care and supporting the integration of trauma-informed practices in all medical services.

SUPERVISORY RESPONSIBILITIES

Healthcare Management:

  • Oversee and manage the day-to-day healthcare services provided to minors in ORR shelters, ensuring safe, efficient, and compassionate care.
  • Coordinate initial health screenings, immunizations, and ongoing medical care, including both acute and routine services.
  • Develop and implement individualized healthcare plans (IHPs) for children with complex medical needs.
  • Ensure compliance with ORR health policies and state health regulations.


Staff Supervision and Development:

  • Hire, train, and supervise a team of nurses and medical assistants, fostering a positive and inclusive team environment.
  • Schedule staff coverage, ensure appropriate staffing ratios, and facilitate ongoing training on best practices and regulatory updates.
  • Conduct performance evaluations, offer constructive feedback, and implement improvement plans as needed.


SPECIALIZATIONS

Minimum of 3-5 years of experience in pediatric or community health nursing, with at least 2 years in a supervisory role; experience working with unaccompanied minors, refugee populations, or in ORR programs preferred.

PRIMARY DUTIES AND ESSENTIAL FUNCTIONS

Compliance and Documentation:

  • Maintain accurate and confidential records for all minors, documenting medical histories, treatment plans, and immunizations.
  • Monitor compliance with ORR standards, Joint Commission standards (if applicable), and HIPAA regulations.
  • Ensure timely completion and submission of reports required by the ORR, state agencies, or other stakeholders.


Coordination with Other Services:

  • Collaborate with case managers, mental health professionals, and education staff to ensure a holistic approach to each minor's well-being.
  • Act as a liaison between the shelters and external medical providers to arrange specialty care or hospitalization as needed.
  • Attend and participate in interdisciplinary team meetings to ensure coordinated care across departments.


Health Education and Training:

  • Provide health education to minors and staff on relevant topics, including hygiene, infectious disease prevention, and chronic illness management.
  • Develop and implement health and safety policies, including infection control measures.
  • Conduct ongoing training for shelter staff on health protocols, emergency procedures, and trauma-informed care.


Other Functions:

  • Collaborate, develop, and expand medical, dental, and other related services (e.g., labs, X-rays) with medical providers.
  • Maintain Health Information Privacy HIPAA.
  • Respond and comply to individual emergency medical needs immediately.
  • Maintain professional, confidential, and ethical standards guidelines by CPLC and other entities.
  • Must be able to evacuate in the event of a natural disaster or emergency.
  • Must be able to assist with any other duties as assigned.


MINIMUM QUALIFICATIONS AND COMPETENCIES

Education /Background:

REQUIRED:

  • Education: Bachelor's Degree in Nursing (BSN) required; Master's Degree in Nursing (MSN) or related field preferred. Experience: Minimum 1 year of experience in a hospital, clinic, or a health care setting.
  • Licenses and Certifications:
    • Valid Texas driver's license with a clean driving record required.
    • CPR and First Aid certification preferred.
    • Valid Registered Nurse (RN) license in the state of employment; CPR and First Aid certification.


PREFERRED:

  • Experience: Minimum of 3-5 years of experience in pediatric or community health nursing, with at least 2 years in a supervisory role; experience working with unaccompanied minors, refugee populations, or in ORR programs preferred.


Other Requirements:

  • Ability to work on short notice.
  • Flexibility to work various hours, including nights, weekends, and holidays.
  • Must pass a background check and drug screening.
  • Strong leadership and communication skills, ability to work effectively in a multicultural environment, and proficiency in medical documentation systems.
  • Strong interpersonal and communication skills.
  • Ability to speak and write in English and Spanish.
  • Ability to manage stressful situations and respond to emergencies calmly.
  • Attention to detail and strong organizational skills.
  • Ability to work independently and as part of a team.
